If the illinois lotto was created with the sole purpose of making money to go towards illinois edcuational?

facilities - grade schools, high schools, and colleges - then why are so many schools in illinois(and elsewhere) still so underfunded? There has been a record number of 100million plus lotto stakes where the winner only gets about 25% of that. My math tells me that 75% of 100 million dollars is equal to $75 million dollars which would have ???? towards taxes - and that is from just 1 lotto. Where is all the freaking money going? By the way - illinois government (especially chicago's) is well known for being overly corrupt. Please someone in the FBI or CIA or NSA or some higher up government in the USA read and answer this and more importantly - follow up on this. Sorry for the editorial - i'm just looking for some answers.

Actually I think it functions more like a shell game, Lottery money goes into education, BUT then funds are sent else where. BAH I am explaining poorly. Its not supplementing education, its balancing it. Sorry I tried. I hope you can follow the concept I tried to present

As an illinois resident, I am well aware of the fact that the government in this state is very corrupt. The school board wastes money and the government officiatls pocket what they can. In the end, the schools and children suffer. I don't have children, but when I do I am homeschooling them because I have seen the terrible state of Illinois Public Schools and I know my children will learn more at home.
